The Collective Action Brussels Think Tank (CABT) is working to provide EU policymakers with accurate and timely information on developments in Russia.
Our mission is to serve as a trusted source of knowledge on Russia for EU institutions, policymakers, citizens, and scholars, fostering informed discourse and strengthening EU policy on Russia and international cooperation.

The Brussels office of The Collective Action aims to enhance EU policymakers’ understanding of Russian policy amid deteriorating EU-Russia relations. We represent Russian civil society in Europe and serve a source of knowledge about Russia for European Union, European citizens, scholars and politicians.

CABT's objectives include:
  • Providing EU institutions with comprehensive and impartial analyses of Russian policy
  • Building a network of experts on Russia and related EU policy issues
  • Fostering dialogue and cooperation between European and opposition-minded Russian civil societies to promote mutual understanding and policy coherence for the futur
Our areas of focus include, but are not limited to:
  • EU security concerns, particularly digital security and transnational repression
  • Analysis of Russia's socio-economic conditions, regional dynamics, and electoral processes
  • Civil society and political opposition, both within and outside of Russia
  • Examination of sanctions against Putin’s Russia, including their effectiveness, evasion tactics, and potential enforcement by European countries
  • Energy and infrastructure, with a focus on oil and gas production and export, as well as geopolitical conflicts surrounding the Arctic and LNG
  • Comprehensive analysis of information access in Russia amidst isolation, censorship, and repression, with a strong emphasis on combating propaganda and disinformation
CABT’s activity is backed up with researchers who are working from within Russia providing us access to the most fresh and relevant information that we can share with European audiences. CABT researchers work across 14 Russian regions and collaborates with the global Russian diaspora in more than 20 countries around the world.
